Tublay, officially the Municipality of Tublay, is a 5th class municipality in the province of Benguet. According to the 2015 census, it has a population of 17,892 people. The Local Government Unit (LGU) of Tublay set the coffee as OTOP and supports coffee production very much. LGU found the coffee Processing Center at Poblacion and served the coffee.

In Tublay, Cordillera Group Network started the Rehabilitation project of Typhoon Pepeng in 2010 with the support of Japanese NGO, WE21 Japan incorporation with LGU. Since then we have planted more than 65,000 coffee seedlings with farmers in different barangays. Cordillera Group Net also conducted seminars on environment conservation, organic farming, coffee quality improvement, farmers association management, and more.
